Getting online without a long contract: libraries, data banks and device schemes
Short-term and flexible ways to get online when a fixed broadband contract is unaffordable, unsuitable or unavailable.
Last reviewed: 6 July 2026 · UK guidance
In brief
A library connection, data-bank SIM, mobile hotspot, prepaid data plan or community-device loan can provide access without a long home-broadband contract. Each has limits around data, privacy, coverage, opening hours and equipment.
Match the route to the period and task. A few job applications may work at a library; regular video appointments or schoolwork need a more stable connection. Check social tariffs before assuming every home service requires a lengthy contract.
Use libraries for supported access
Ask about computer booking, Wi-Fi, printing, scanning, accessibility software and staff help. Check whether documents can be saved securely and whether sessions are long enough for forms. Sign out and delete downloaded files from shared machines.
Check data-bank support
Community organisations may provide SIMs or vouchers through recognised networks. Confirm network coverage, data amount, duration, eligibility and whether the device must be unlocked. The SIM may stop when the grant period ends.
Compare prepaid and rolling mobile options
Check total data, tethering, speed restrictions, top-up expiry and auto-renewal. Test coverage where the device will be used before buying a large bundle. Mobile data can become expensive if video use is underestimated.
Borrow or obtain suitable hardware
A loan device should have a charger, supported operating system, secure reset and clear return or repair terms. Ask whether it can install required school, work or accessibility applications.
Move to sustainable access when possible
Calculate travel, top-ups and time as well as headline cost. A social tariff may become cheaper than repeated prepaid data. Ask a digital-inclusion adviser to compare routes without tying you to a sales commission.
Ask for flexible internet access
Use with a library or digital-inclusion organisation.
I need internet access for [task] for approximately [period] and cannot use a long contract. I have [device/no device] and need about [light browsing/video calls/schoolwork]. Please explain library access, data-bank SIMs, device loans and social tariffs, including data limits, duration, coverage, privacy and ongoing cost.
A practical checklist
- Match duration and data to the actual task.
- Check library privacy and session limits.
- Confirm SIM coverage and expiry.
- Compare repeated temporary costs with a social tariff.
