Council tax reduction: how to ask without getting lost
A low-pressure way to ask the council for Council Tax help when the scheme names, forms and departments all feel confusing.
Last reviewed: 6 July 2026 · UK guidance
In brief
You do not need to know the council’s exact scheme name before making contact. Say that household income has fallen or the bill is unaffordable and ask the council to check Council Tax Support, discounts, exemptions, hardship help and an affordable payment arrangement.
Council Tax is a priority bill, but that does not mean accepting instalments that leave no money for food, rent, energy or medication. Apply for reductions and speak to the recovery team at the same time if arrears have started.
Make one request cover the whole account
Council websites often separate support across several pages. A single written message can ask the revenues team to identify every relevant route. Include the account number, who lives in the property, when income changed and whether disability or caring circumstances may affect liability. Do not attach more personal information than requested.
Ask about dates, not just eligibility
Find out the earliest date support can begin, whether backdating is possible and what evidence is needed for the earlier period. If enforcement letters are arriving, ask for recovery to be placed on hold while the application and affordability request are considered. Save the automatic acknowledgement or take a screenshot.
When the form is the barrier
Request a paper form, telephone completion, assisted digital help or a reasonable adjustment. A welfare-rights adviser, housing officer or support worker may help, but the council should still explain the process accessibly. Ask whether consent is needed for someone to speak on your behalf.
After the council replies
Check whether the response concerns Council Tax Support, a discount, hardship relief or only a payment plan. These are not interchangeable. Ask for the calculation and review or appeal rights if the reduction is refused or seems too low.
A complete first message
This is designed to reach the right team even if you do not know the scheme name.
My Council Tax account is [number]. My household circumstances changed on [date] and the current bill is not affordable. Please check Council Tax Support, any discounts or exemptions, hardship help and an affordable instalment plan. Please also tell me the earliest date support can start, the minimum evidence required, and whether recovery can be paused while this is assessed.
A practical checklist
- Use the account number and date circumstances changed.
- Ask about reductions, hardship help and payment arrangements separately.
- Request an accessible way to complete forms if needed.
- Read the revised bill, not only the award email.
