Council Tax Reduction, disability discounts and disregards

How disability can affect Council Tax through income support, band reduction and disregards—and why each needs a separate check.

In brief

Council Tax Support is based mainly on household finances. The disabled band reduction concerns features of the home required by a disabled resident. Disregards, including severe mental impairment or some carer rules, affect which adults are counted.

A household may qualify under more than one route. Ask the council to check each scheme and issue a revised bill showing how the reduction was calculated.

Check the home adaptation route

The disability band reduction may apply where an additional room, bathroom, kitchen or indoor space for wheelchair use is essential to the disabled person. The council may inspect. Explain function and exclusive or main use accurately.

Check adult disregards

List every adult and possible student, carer or severe-mental-impairment disregard. The effect depends on who remains counted. Evidence requirements differ.

Apply for income support separately

Council Tax Support uses a separate means test and local scheme. Do not wait for a disability-discount decision before applying.

Ask about effective dates

Request the earliest start, backdating evidence and challenge route. Compare the award notice and revised bill.
